The year-long arts festival will be held in the city in 2025.
Police authority may be reviewed to reduce crime, and licensing procedures may be streamlined to encourage bars and food establishments to open in time for the event, according to information presented at a council meeting.
Cleaning will be done to make sure the city is "dressed and ready.".
The Local Democracy Reporting Service states that a council meeting will be informed that part of the preparations will involve a review of street furniture, with any damaged or unnecessary "clutter" being removed.
