According to a previous independent investigation, the chair of Coventry's NHS integrated care system did not always act with honesty and integrity.
The findings of the investigation into Danielle Oum's behavior while serving as chair of the Birmingham and Solihull Mental Health Trust were released in September.
16 complaints were ultimately upheld against her.
The investigation was made known to NHS England, which stated that it was considering whether any additional action was necessary.
The complaints centered on Ms. Oum's actions in trying to get non-executive directors to resign as well as how the complainant—who was based at the Birmingham and Solihull Mental Health Trust—was treated starting in December 2020.
According to Janet King's investigation for JM King Associates, the complainant, a senior volunteer, was not treated with compassion or understanding by Ms. Oum, and it was unreasonable to block his email account.
The person who might have experienced disability-based discrimination suffered from a lengthy suspension as well.
Overwhelming evidence, according to the investigator, also pointed to the fact that she did not properly consult with other parties, which amounted to a serious error in judgment.
Four months prior to the complaint being made against her, Ms. Oum was appointed chair of the Coventry and Warwickshire Integrated Care Board in October 2021.
She resigned as chair of the Birmingham and Solihull mental health trust one month after the findings were made public, in October 2022.
The BBC has not received a response from Ms. Oum. The Coventry and Warwickshire Integrated Care Board stated that it was a matter for NHS England and that it was outside of its purview to make any comments.
Ms. Oum's appointment, according to NHS England, "followed a comprehensive recruitment process, part of which is a series of checks to ensure that candidates meet our internal criteria under the fit and proper persons requirements.".
