Following the release of the Sue Gray report, Mr. Ross stated that he thought Mr. Johnson should continue serving, but added that he would still have to resign if an investigation revealed that he had lied to Parliament.
Even though Mr. Ross acknowledged in June 2022 that he was not one of the MPs who had demanded a vote of no confidence in Mr. Johnson, he still declared that he would oppose the prime minister.
Following Mr. Johnson's victory in the vote, the Scottish Tory leader advised him to think about stepping down.
