The decision to transfer a notorious serial killer from a maximum-security prison to a medium-security facility is being reviewed by the Canadian prison service.
Last week's transfer of Paul Bernardo to a facility with lower security levels sparked outrage across the nation.
In Toronto in the late 1980s and early 1990s, Bernardo committed a number of rapes, murders, and sex crimes.
He was given a minimum 25-year sentence of life in prison without the possibility of parole in 1995.
Despite having committed numerous other heinous crimes, such as manslaughter and rape in the drugging death of 15-year-old Tammy Homolka, Bernardo, 58, was given the life sentence for kidnapping, torturing, and killing two schoolgirls: Leslie Mahaffy, 14, and Kristen French, 15.
Bernardo was moved from Millhaven Institution, an Ontario maximum-security facility, to La Macaza Institution, a medium-security facility in Quebec, for an unspecified reason, according to the Correctional Service of Canada (CSC).
The federal agency acknowledged the atrocious crimes in a statement on Monday but omitted to provide further details regarding the transfer's motivations.
According to the statement, "We are constrained by law in what we can disclose about an offender's case.
"We are sorry if this has caused any suffering or worry. " .
Many Canadians who were still hurt by the tragedies responded angrily to the decision.
Ontario Premier Doug Ford issued a statement in which he said, "(Bernardo) should rot in a maximum-security prison for the rest of his miserable existence.
Minister of Public Safety Marco Mendicino expressed his concerns to the federal corrections commissioner, according to the Globe and Mail, and described himself as "profoundly concerned and shocked" by the decision.
Bernardo Homolka's wife Karla Homolka supported him for a portion of his terrorizing of Canadians in the 1990s.
Because of their appearance, the pair was referred to in the media as the "Ken and Barbie killers.".
According to Ontario's Ministry of the Attorney General, Bernardo killed three people and sexually assaulted or raped at least 18 women between 1987 and 1992.
The CSC has made clear that Bernardo is still detained in a safe and monitored facility, and they are taking the necessary security measures to ensure public safety.
The CSC stated, "We want Canadians to have faith in our judgments.
