After Pedro Castillo was kicked out in December, there were nationwide demonstrations that continue today and have resulted in at least 50 fatalities.
After trying in vain to dissolve Congress in order to halt an impeachment vote against him, the 53-year-old is currently serving time in prison on charges of rebellion and conspiracy.
Ms. Boularte, who served as Mr. Castillo's vice president, has so far defied protesters' repeated requests that she step down to make way for constitutional reform.
Speaking on Friday, she charged that her Mexican counterpart had backed what she had referred to as Mr. Castillo's attempted takeover.
"Mr. Lopez has decided to seriously affect the bicentennial relations of mutual respect, friendship, cooperation, and desire for integration that have historically brought Peru and Mexico together," she said.
After Mexico granted Mr. Castillo's family political asylum, Peru's ambassador to Mexico was expelled two months prior to the ambassador's recall.
Bolivia, Argentina, and Colombia have all urged Peru to reinstate Mr. Castillo, joining Mr. Obrador in criticizing the decision.
